
Dr. Faith Gibson Hubbard is a passionate advocate, educator, public policy and engagement expert, strategist, community organizer, and connector whose career has been rooted in strengthening communities, advancing systems change, and building partnerships that expand opportunity. Currently, she currently serves as the Interim President and CEO of the Greater Washington Urban League.
She is also the CEO and Principal of FGH Strategies, a consulting firm that supports community-based organizations in achieving their goals and increasing their impact through organizational strategy, external relations, public engagement, and partnership development.
On September 29, 2021, Dr. Gibson Hubbard announced her candidacy for the Ward 5 seat on the Council for the District of Columbia. Over the course of ten months, she was able to strategically build and manage a successful campaign, galvanizing volunteer and community member support. Dr. Gibson Hubbard’s campaign led to thousands of Ward 5 DC residents casting their ballots in support of her candidacy, resulting in a strong showing as a first time candidate and coming in second place in the election. This experience in some aspects built and in other aspects further cemented a large, durable and diverse network of District residents that seek to continue to work with her as a respected leader in the city.

Previously Dr. Gibson Hubbard served as the Director of the Mayor’s Office of Community Affairs and as the first Executive Director of Thrive by Five DC, leading efforts to improve outcomes in perinatal health and early learning and development in the District of Columbia. Prior to Thrive by Five DC, she served as the first Chief Student Advocate for DC, establishing the DC Office of the Student Advocate; and she also served as the interim Ombudsman for Public Education, leading the work of the DC Office of the Ombudsman for Public Education.
Dr. Gibson Hubbard’s leadership is shaped by deep civic engagement, board service, and a longstanding commitment to public service, education, community well-being, and systems change. She has served on and advised boards and governing bodies focused on public education, community development, perinatal health, public libraries, and ending violence against Black women and girls. Her service has included the DC Public Library Board of Trustees, the Board of Visitors for the Andrew Young School of Policy Studies at Georgia State University, and serving as a founding board member for Ujima, the National Center on Violence Against Women in the Black Community. These experiences have strengthened her understanding of governance, fiduciary responsibility, public accountability, community voice, and the importance of strong institutions that are responsive to the people they serve.
She is an alumna of Education Pioneers and the PIE Network Leadership Institute, and a member of Education Leaders of Color. She is also a proud member of Delta Sigma Theta Sorority, Inc., The Links, Incorporated, and Jack and Jill of America, Incorporated. Dr. Gibson Hubbard holds a Doctor of Philosophy in Public Administration and Public Affairs from Virginia Tech, a Master of Public Administration from Old Dominion University, and a Bachelor of Arts in Journalism/Public Relations from Georgia State University. She is a proud Ward 5 resident in Washington, DC, where she lives with her husband and two children.
